I think they may have found out. After everything was through wouldn’t the agency say, “Actually, Rod is the spy we sent. Unfortunately…”? Or afterwards, when they realize Mater isn’t a real agent then Holley and Finn would begin to wonder how the device had exactly been passed off to him.

I agree. I wished they would of start to wonder how the tracking device got placed on Mater. Definitely one of those things that didn’t make much sense in the sequel.
