In the first one, she is, but not in the second.
She was an original character from the Animated Series that made a jump to other media, but she wasn’t created in the comics.

Renee Montoya, and Mr. Freeze’s back story, are some other B:TAS creations that became main stream.

Definitely Dick. Tim is over rated, and the change of roles is part of why The New Batman Adventures is far inferior to BTAS. And why I’m less than thrilled that it is boxed as BTAS’s 4th season. 
From what I’ve seen I prefer Dick Grayson as well.
