^^ I don’t believe it was stated in the movie, but I think it’s been addressed elsewhere, perhaps in interviews. The moderator of the Tangled fansite H*** Yeah Tangled (on Tumblr) has said that someone who worked on the film told her that Rapunzel’s hair does not grow back.
Yes, but there are some theories on this site about her hair possibly growing again, if still brown.
I didn’t believe them, but I hoped so, as her short hair looks horrible
