It’s pretty common for blonde hair to grow darker as kids get older, too, so it’s not exactly out of the question that it would change in eighteen years. They’d probably wonder more about her hair being so short, because I don’t think cropped hair was big in medieval times.
I’m sure Flynn and Rapunzel filled them in on the details at some point

There’s something I never really understood with Tangled no matter how many times I watch it. Why does Gothel keep Rapunzel in the tower for all those years? I know that it was for her own protection but from what exactly?
