It looks like a windswept cherry blossom tree to me. I found one example on youtube. The artist is from Osaka, Japan. It doesn't say where it was drawn. The places don't look familiar to me. I live way north of Osaka.

Honestly, that cherry tree from A Bug's Life looks more of a bonsai cherry tree. Check out this vid.
