No one seems to know what Car Lightning’s agent Harv is.
But…
According to Jeremy Clarkson, who did the voice for Harv in the UK version of Cars, he is a 1979 Ford Granada!
Not sure if he is refuring to the USA model or European model of the Granada?

Wikipedia is the enemy of Upcoming Pixar. First of all, it is not a reliable encyclopedia in many cases, especially things that do not even have a reference.
If you believe Wikipedia’s information without references, you are gullible.
I always wondered what Harv looked like too! Although I’m not sure if Wikipedia is the most reliable source for that. Then again, a guy who voiced him oughta know. Weird that I never even saw any concept art for him…
I don’t think Pixar ever intended you to see him because it kinda added to the story. Think about it - the fact that Lightning talked to him so much but probably hardly saw him face-to-face kinda was an aspect of his career that seemed “shallow” for lack of a better word. His agent was the closest Lightning had to an actual “friend” (besides Mack), and all he’s ever really known of Harv was his voice.
So yeah, that’s my little theory. 
Wikipedia’s not all that bad - just a source for basic information, like a short explanation or a definition.
Though you shouldn’t believe it, because I’m one of the ones that messes with it. xD But I write really absurd things, so absurd that you gotta be really gullible in order to believe them.
I’ve heard many unsubstantiated theories about what Harv is (including a K-car, ick), but if Jezza said it’s a Granada, it seems as sound as anything, though it really sounds like a joke. Most certainly though, he’d be referring to the UK Granada:
