Andy always struck me as being around the 10-12 age bracket, perhaps younger, because obviously he likes to play with his toys and make up stories and stuff, which is something that (most) children grow out of when they become teenagers.
As for the year in which Toy Story was set, I’d probably say sometime in the 90’s. I wouldn’t be surprised if it was set in around the time it was made, so maybe mid-90’s? I only say that because the toys that Andy plays with are not very technological, plus when we get a look around his house, it sort of, (to me, at least) has a 90’s feel. It could possibly be a little earlier, perhaps late 80’s or something, but I guess one of the cool things about Toy Story is how they managed to design the environments so that even now, it doesn’t look particularly out of date.
