I was
watching the teaser trailer for Cars (with the baby bumblebee) when a rough draft Lightning McQueen crossed the
finish line and a very familiar character was waving the checkered
flag.

It has taken me 2 years to make this observation. 
Has anyone else seen

Yes.
Personally I noticed it was going to be a character in the movie 'cause Luigi can also be seen in
Finding Nemo. Somehow, I learned that the yellow car that appears toward the end of
the film was a character from Cars. And then, when I saw this teaser trailer, I
recognized “Luigi” (of course I didn’t know his name at the time). 
I noticed this too, insofar as to make reference to it on
his Wikipedia Article, with reference to the fact that this
Car’s eyes are blue instead of his brown, and is missing his vinyl roof cover.
Yea me too, I caught it the first time I saw a
“real” trailer. Talk about role change, but then again it could just be Pixar messing with minds
again.

Apparently it’s when they’re driving on the highway and
Bob and Helen are arguing. Supposedly it’s when Bob says “I take Seventh, don’t I?” I see a yellow
vehicle, but even with pause and frame-by-frame, cannot confirm or deny if it’s the Pizza Planet truck.
It’s not in there - I’ve gone over every square inch of
every frame - it’s just not in there.

I noticed that
not too long ago, too, when I was re-watching the teaser just for fun after seeing the movie itself all those
times. I laughed. 
Guess that really was a piece of test animation, wouldn’t you say?
And in case
anybody’s interested, I can back up Dash’s and JV’s claims that the good Pizza Planet truck is not in TI.
Pity. 
The Pizza Planet truck may not be
in the movie, but anyone who has played the Incredibles video game might’ve spotted it in the first Dash level.
I know it’s there because I’ve crashed into it. ><

Mmm. Yes, I did notice that the first time I watched the
trailer. I only recognized him as Luigi after I had watched Cars (in theaters) about
eight or nine times. 
Haha – so have I! It feels so weird riding in
a car after playing that level…

bet Pixar felt guilty for leaving it out and figured it HAD to be included somewhere!
