Model railroading+Pixar.

I’m trying to brainstorm a flat model railroad set in the southwest United States. I’m using LEGO trains so Toy Story is easy due to that being a LEGO series. Cars can be done because the diecasts are close to that scale. (1/38 to 1/55.) But should I try to fit everyone else on there too?(Remy, WALL-E, Nemo, Dory. etc.) If yes, does anyone know where approprite sized characters can be found? The railroad will be flatland because I have zero artistic skill.
