…and on I don’t mean Woody but I can’t really describe her except that she looks cheeply modeled, has on a blue dress and a wide pink skirt. She was only seen once in Toy Story (not at all in Toy Story 2).

No I don’t think she was based off of anything. I think she’s just a one time thing.
I think she looks like the one doll in Knick Knack.
