Syndrome a super after all?

I went on this site that had all these Incredibles theories. One was that Syndrome is actally a super after all. His power… He has super intelligence. He made rocke boots as a kid, mase they giant boot and zero point energy? So is he really a super?

I think the legal defininition of a Super in the Incredibles is if you have super powers. I never considered Syndrome’s intelligence a power, more than a gift or a talent.

Didn’t Lex Luther have super intelligence? If so was it considered a power?
