Hey, i always kinda
wondered, what did the villians do when the Supers all had to go underground? Wouldnt they have used that
opportunity to run amok or whatever? Or did they go underground too? I just never caught if the villians were
doing anything…
I
assume they would’ve had way more freedom and opportunities to commit crimes, but they’d still have the police
on their tails. But if the police were good enough to stop the criminals and villains, there would be no need
for superheroes. So I think the bad guys had it pretty darn good for 15
years.

Yeah, they probably, in a sense, ruled the city hence why Syndrome’s plan would’ve
been more effective- everyone would be thinking, 'finally, someone is here who can REALLY handle the bad
guys!’
I think they still
carried out crimes. If you look closely at the newspaper Bob reads about Gazerbeam’s disappearence, it makes
mention to crime rates being a ‘record high’, a subtle foreshadowing to the fact that outlawing supers was not
such a good idea. 
In the newspaper part, did it say something about crime
rates rising?

Anyways, I’ve wondered
this myself from time to time, and never really came up with a good answer… Because I think supervillains
would be a pretty big deal, yet you never hear about any in the post-glory days era.
Maybe they have some
sort of unwritten code of conduct that caused them to stop their supervillainy ways after there were no more
superheroes…? Naaah. 
It makes me wonder if Brad Bird actually considered this fact.

I have a theory. I actually thought this out for a fanfic I am working on a
scene in which this is explained.
A) Super heroes outlawed in US.
B) Crimes go way up.
C) Super
villains come from all over world because US is easy pickings.
D) American Supers relocate to other nations to
do work (Bob and Helen skip out on this because Helen gets pregnant so fast - Also explains why their are so few
known supers by the end).
E) An increase in supers with a decrease in villains around the world leads to turf
wars and toe stepping.
F) Supers are banned world wide one nation at a time.
G) Villains amass great
wealth.
H) Villains move to foreign nations that won’t extridite them back to the US.
I) Occasionally new
villains pop up or old ones that have squandered their fortune but not enough to make people bring back the
supers.

thoughts exactly. And Dash: If anyone asks me what’s your favorite PIXAR movie, I’m simply going to show them
your recent post above my own, and link them to your Incedi-shrine. 'Nuff Said.
Since crime rates have been rising, shouldn’t the people
consider bring the Supers back?
A lot of people probably did, and there
might’ve even been marches and things, but then again, after a Super had been sued, they probably all got such
bad names that the general public would’ve preferred an alternative to solving the rising levels of crime, such
as a better police force or something (although, of course, nothing could compare to the Supers.)
And when Syndrome returned,
people were actually delighted to see the Supers return.
That’s always bothered me too. One of those things that would probably come and
bite the nation in the ass after banning Superheroics. Only possible explanation for it could be that the
villains were caught before the Superhero Relocation Program started, but was all lost in the chaos of all the
news of the lawsuits.
