No. At 10" tall he would be roughly the same height as Buzz. The one that most of us have considered to be in scale is this one:

16". He is huge. And awesome. Though the amazon price is about 30 more than I paid for mine. There is a store that sells him from from Japan, I can’t remember the name off of the top of my head.
