I kind of started watching cartoons in the late 90's. Around 97 or 98 I think.

I probably started watching those shows when I was 3 or 4, so '93 or '94. I was a big-time Nick kid. Surprisingly, when I had the Disney channel (before the age of ~10), I didn't enjoy their cartoons. Cartoon Network also had a few good cartoons I liked. Other than that, I loved PBS's "Arthur," which I actually still enjoy a lot and will probably share with my kids someday.

A top five of my favorite kids' shows:
1. "Arthur"
2. "Spongebob Squarepants" (specifically seasons 2-3. 2 was SB's masterpiece season!)
3. "Rugrats"
4. "Hey Arnold!"
5. "Powerpuff Girls"

I still watch Arthur sometimes

I loved Rugrats and Hey Arnold! :) I also really liked Top Cat, Wacky Races and Looney Tunes :) There are plenty more shows that I liked, but these are the shows that I remember watching most :)

I still watch some of them if they're on TV :D

I always enjoyed watching Arthur when I was a kid. It was always good when the show brought special guests on.

I agree with most of this list except for "Hey Arnold!". It was a likeable show but not in my top five. And Arthur is such a good show, it still is but I prefer some of the older episodes. Not only that but it teaches lessons and stuff like that. It isn't easy for a show to be educational AND entertaining!

I think the reason "Hey Arnold!" is so high on my list is because it was a refreshing cartoon series. I grew up and still live in a major, densely populated city and so the show resonated with me more. When I see shows where everyone lives in a two-story, beautiful home in a pleasant suburb (note: also why I like how Francine and Buster from "Arthur" live in actual apartments—gasp!) and a lot of the moms don't have jobs, stuff like that. I mean, that may be the reality for many people in America, but not for me at all. It's slightly foreign, to be honest, and the world of "Hey Arnold!" feels familiar. So yeah, that's why I like it, and plus it has quirky characters and a higher age level than some other kids' shows, but it's not really cheesy like the others.

Honestly, there aren't any other animated kids' shows from the '90s that I even want to put on my list that badly. Some I watched and enjoyed, for sure, but they're not the best out there in my opinion. I liked "Pepperann," "Doug," "The Wild Thornberrys" (great concept but Eliza is annoying to me) "Rocket Power," "Courage the Cowardly Dog," and "Dexter's Lab." I wasn't big on "CatDog" or "Angry Beavers." The only one I forgot to think about putting on my list was "Recess," which was a fantastic show. I still enjoy watching it. So that would somehow sneak into my top 5! Maybe even in second place. :)
